II. THE CONNOTATION OF GREEN LOGISTICS A. The meaning of green logistics Green logistics, aiming at economizing resources and protecting environment, takes with the new concept of assorting with environment, makes inutilities in traditional logistics back to normal logistics activity, and forms a close logistics system that can promote economic development harmoniously. As shown in figure 1 below. The “green” in green logistics refers to the embodiment of the idea of protecting the earth’s environment in the field of economic activities. Foreign scholars H.J.W u and S Dunn define green logistics as an environmentally responsible logistics system. The logistics term (GB/T 18354-2001), published in 2001 in China gives the idea that environmental logistics could bate the damage to environment by logistics and make a full use of logistics resources. This paper makes comprehension that by programming and actualizing logistics activities such as transportation, packaging, storage, portage, machining, and information management with the support of modern logistics technology, green logistics can make full use of resources and bate the damage to environment, and finally benefit the social and economic sustainable development

Green logistics is very important to environment protection, resource saving, and sustainable development of the society. That is because: firstly, green logistics, based on the maintenance and sustainable development of environment, gives prominence to economizing resources and reducing damage to environment, promotes the development of society, economy and environment together. Secondly, green logistics can bring considerable social value and economic value to enterprises and make them obtain anew competitive advantage. Thirdly, green logistics can upgrade enterprises’ international competitiveness. With the green barriers gradually arisen, if the logistics enterprises of our country want to find a foothold in the international market, they must develop green logistics. Impact of green logistics on sustainable development of environment. Along with the development of logistics, each logistic link makes more and more negative influences to environment, as shown in table2 below. The influence can be concluded into two aspects, which are pollution to environment and over consume of resources. Many foreign scholars also agree that irrational logistics structure makes serious damage to environment. Green logistics management can effectively economize resources and reduce pollution, so it is very important to develop green logistics. Table I. ANALYSIS ON CHINESE GREEN LOGISTICS IMPLEMENTATION STATUS The Chinese logistics industry started late and green logistics is just emerging, so there are many problems in the three most important participants: government, enterprises and consumers. Interrelated policies and regulations are still not perfect, especially in the aspect of green logistics, and law enforcement is also not so strict. Green logistics standard is still not unity and sound. The revision of logistics standard is far behind industry development; departments responsible for the standardization work lack of effective communication; logistic informationization is not unity, which blocks interchanging and sharing, and has a severe influence on logistics management. Our government did not invest so much as needed in green logistics infrastructure. There are many domesticenterprises engaged in logistic information service and many logistics information platform, but theyare the same in such problems as small in scale, poor interoperability and poor sharing of information.There is still a large gap between the level of logistics technology and the standard, for example,our technology in logistics material use and reuse is very backward, a large gap exists in the aspect ofresearching and using green materials.Green logistics professionals are hard up.Logistics enterprise management personnel andbusiness personnel's comprehensive quality is still very low in China, there is a lack of personnel withenvironmentknowledge and logisticsknowledge.According to statistics, logistics personnel are listedas one of the 12class most-wanted personnel in China. Callback logistics and waste material logisticsdevelop fall behind. With the development of economy, a lot of wastes are produced. The Consumer and the Public Level Green consumption status. According to the “green consumption consciousness survey” launched by Sound Chinese Environment Federation in April 2009, our country’s green consumption status is not so optimistic. 6,300 people attended the survey, and the result of questionnaire is shown as table 3 below. In addition, the result of the survey also shows that the public’s biggest concerns in green

consumption is green food and green construction material, but not green transportation and greenhome appliance, also, the public pay less attention to the use of green sign. The lack of knowledge ingreen consumption naturally results in less supervision in green production of enterprises.Consumers cannot exert supervision function on green logistics. There is no green consumptionconcept in public, and say nothing of green logistics concept. SUSTAINABLE DEVELOPMENT STRATEGIES OF GREEN LOGISTICS The development of green logistics needs sustainment from government, enterprises and consumers, etc. The concrete relationship is shown as figure 2 below:

Secondly, a special greenlogistics management institution should be established to manage the implementation of greenlogistics and strengthen the government's macroeconomic control functions. Thirdly, government canuse some economic adjustment methods to improve the development of green logistics,for examplegovernment could urge enterprises to reduce pollution by increasing tax rate, and also, price subsidiesand cheap loans could be used to fill the funding gaps used for the development of green logistics.The formulation of green logistics standards must be accelerated. Government must pay adequateattention to green logistics standards. On the one hand, basic works in measure standards, technicalstandards, data transmission standards, and service standards must be accomplished as soon aspossible.On the other hand, standardization must be well organized, outdated standards must beabolished,and new standards aboutlogistics facilities and equipmentmust be established inordertomakeall sortsofrelevantstandardsconsistentwithinternational standards.Government must increase the investment on the construction of infrastructure.Firstlygovernmentmust conform the existinglogistic infrastructure'scale,distribution,andfunction in orderto improve its efficiency.Secondly government must increase the investment on the construction oftraffic infrastructure.Thirdly government must speed up the construction of the nationalcomprehensive transportation network.We must train more green logistics professionals. develop modern logistics industry, so the government must support and guide education and scientificresearchwork.Forexample,constructaforward-lookinglogisticsprofessional curriculumsystem,accelerate the occupational qualification certification training work, and ensure logistic educationteachers,etc.Governmentmustacceleratetheconceptofgreenlogisticconcept.Inthesurveymentionedabovethe public think themost useful methodsto improvegreen consumption consciousness istopropagandize on the media and education. And the main waysinclude joint distribution, composite transportation, and developing the third party logistics.b)Secondly enterprises should strengthen green packaging management.The implementing waysinclude: produce department try to simplify the package and use green material only. Distributiondepartment try to realize rational and reusable package.c)Thirdly enterprises should strengthen green storagemanagement.Basing on a rational layoutgreening storage should be achieved. In warehousing process, enterprises shouldEnsure the security of goods and at the same time try to eliminate pollution, especially ensure thesecurityoftoxic chemicals,radioactive substances, inflammableandexplosive articles.d) Finally enterprises should strengthen green circulation and processing management. Twomethods could be taken: the first one is switch the processing main body from consumers intoprofessional industries, which can effectively improve resource utilization rage and reduceenvironmental pollution. The second one is to deal with the waste centralized in order to reducepollution by distributed processing.2) Enterprises should develop new technologies. Firstly enterprises can encourage technicalinnovation through constructing technology innovation platform. Secondly enterprises can upgradelogistics processes, equipment and facilities by using advanced green logistics technology to improve

Prevent the leakage in transportation to avoid environmental damage to local area. And the main ways include joint distribution, composite transportation, and developing the third party logistics. b) Secondly enterprises should strengthen green packaging management. Professor Changing Wang thinks green consumption includes the following respectsfirst, choosing green products; second, supporting recycling activities; third, support renewableresources products. If the public is indifferent to the environmental pollution, the government andenterprises'effort will also be discounted. Therefore, the whole society should actively advocate greenconsumption and supervise enterprises'green logistics management by green consumption behavior
the technical level. 3) Enterprises should speed up the construction of information system. Information system, which plays a key role in the operating of logistics system, is the center of logistics system. Enterprises should attach importance to information system construction; try to combine vehicles, roads, and users effectively through information system management. For example, Shania Mao, general manager of CSCL logistics company, has pointed out that a top-ranking logistics enterprise must be a first-class IT. 4) Enterprises should actively develop waste material logistics. Writer thinks that waste material logistics management can be designed from recycling, sorting, and disposal, such as shown in figure 3 below. First enterprises callback waste from distributed users, then translate wastes from the recycling center to the sorting center, and process wastes centrally after classification. There are three different ways of using processed wastes: the waste that could be repaired and reused may translate into goods after restoration; the waste that could extract anything of value may be extracted valuable material; the waste that of no value may return to natural environment after innocuous disposal. Of course, waste recycling, processing, and innocuous disposal needs advanced technology and equipment to support, so recycling is costly. Therefore support from government, consumers and the public is needed. Figure 3 Waste Material Cycle System C. Consumers’ Action Consumers are not only the main body of green consumption but also the supervisors of green logistics implementation. For the development of green logistics, consumers must set up green consumption consciousness, advocate green consumption behavior and support green returned logistics action. Professor Changing Wang thinks green consumption includes the following respects: first, choosing green products; second, supporting recycling activities; third, support renewable resources products. If the public is indifferent to the environmental pollution, the government and enterprises’ effort will also be discounted. Therefore, the whole society should actively advocate green consumption and supervise enterprises’ green logistics management by green consumption behavior
